About this file
This is a Justification and Approval for Single Source Award (USITC Form 050, Rev. 4/2022) submitted by the U.S. International Trade Commission's Office of Procurement for the Office of External Relations.
The document justifies a single source award to Carahsoft Technology Corp. for Customer Relations Management (CRM) software and services valued at $120,000.00. The software will support the Commission's Office of External Relations in managing communications and contacts with members of Congress and other external stakeholders. The justification cites a previous competitive procurement for FEDRAMP (Moderate) compliant software that yielded no vendors capable of providing an entire integrated solution. Market research identified Carahsoft as the only provider capable of delivering the full Salesforce/KnowWhat system without requiring the award to be split between multiple vendors. The document notes that potential competitors such as Bloomberg Government (BGOV) and Congressional Quarterly (CQ) lack FEDRAMP compliance and do not offer the required combination of services. Since the Office of External Relations has invested significant time and resources customizing the Salesforce/KnowWho system for the Commission's needs, switching vendors would require substantial additional investment in a replacement system. The award falls under the Simplified Acquisition Threshold (SAT) under FAR 13.501 and was posted to SAM.gov on January 29, 2026. The justification was certified by Requiring Officer Jennifer Andberg and Contracting Officer Ian Quillman.

Justification and Approval for: Single Source Brand Name
1. REQUISITION NUMBER: N/A ESTIMATED TOTAL VALUE: $120,000.00
2. Description of supplies or Services Required to Meet Agency:
Customer Relations Management (CRM) software and services to support the Commission's Office of External Relations in managing communication/contacts with members of Congress and other external stakeholders.
3. Justification for Limited Competition:
A previous competitive procurement for FEDRAMP (Moderate) compliant software was conducted by the Commission which returned no vendors that could provide the entire solution. Further market research discovered Carahsoft, who is capable of providing the requirement and without having to split the award between 2 vendors. Since that time, OER has invested significant time and resources in customizing the Salesforce/KnowWho system for the Commission's needs. Switching to another vendor now would require significant new investment in a system that is working well. No other vendor can provide an entire solution as needed, and only Carahsoft’s solution will meet our requirement.
5. Requiring Officer's Certification:
I certify that the facts and representations in this justification, included herein, meet the Government's need and that the supporting data which forms the basis for this justification is complete and accurate.

4. Description of Market Research Conducted and Results:
Market research determined that potential competitors such as Bloomberg Government (BGOV) or Congressional Quarterly (CQ) are not FEDRAMP compliant. These competitors also do not offer the combination of services that the agency requires. It would be cost prohibitive to procure another CMS product(s) to meet our needs. Therefore, market research supports the Commission selecting Carahsoft Technology Corp. as the sole provider of the FEDRAMP (Moderate) qualification software.
