About this opportunity

The Aberdeen Testing Center's Chemical Sampling Analysis Branch has issued a Notice of Intent to Sole Source for maintenance services on Cannon Viscometers. This Special Notice, published by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground, involves preventive maintenance and calibration services for CAV-4.2 and Mini AV-X viscometers. The contract structure includes a 12-month base period with three additional 12-month option years. The notice was posted on June 18, 2025, and falls under the Electronic and Precision Equipment Repair and Maintenance NAICS category. The procurement is classified under PSC J066 for maintenance, repair, and rebuild of instruments and laboratory equipment.

The purpose of this sole source notice is to secure specialized maintenance services for proprietary Cannon viscometer equipment that requires manufacturer-certified technicians. Contractors must respond by June 30, 2025, and eligibility is restricted to certified Cannon Service Engineers who are authorized to perform maintenance and repair services on Cannon brand equipment. The agency emphasizes that only Cannon-certified service engineers can perform repairs and only genuine Cannon parts and components may be used to maintain equipment compatibility and performance specifications. The sole source justification is based on the proprietary nature of the equipment and the requirement that unauthorized parts or non-certified service could invalidate Cannon Instrument's warranties and service guarantees.
