About this opportunity
The U.S. Department of Homeland Security's Immigration and Customs Enforcement (ICE) has issued a Notice of Intent to Sole Source for cellular tracking services from Callyo 2009 Corporation located in Carson City, Nevada. The procurement will be conducted under FAR Part 13.5 Simplified Acquisition Procedures and is classified under NAICS code 517121 for Telecommunications Resellers. ICE's Office of Acquisition Management intends to award this contract without competition under the authority of FAR 13.501(a). The agency has determined that only one source is reasonably available for these specialized services. This notice was posted on September 8, 2025, and serves as an informational announcement rather than a solicitation for bids.
The primary purpose of this sole source procurement is to acquire consensual cellular monitoring services that only Callyo 2009 Corporation can provide due to their unique capabilities and the absence of authorized resellers for their technology. Interested parties have until September 15, 2025, to submit any questions or concerns to the Contracting Officer, Wes Ransom, at wesley.ransom@ice.dhs.gov. This notice explicitly states that it is not a request for quotation and is published for informational purposes only. The Contracting Officer retains full discretion to proceed with the sole source award without opening the requirement to competition. No specific eligibility criteria are outlined since this is a sole source notification rather than a competitive opportunity, and the government has already identified Callyo 2009 Corporation as the only viable source for these cellular tracking capabilities.
