About this opportunity
This Special Notice was published by the U.S. Army Corps of Engineers, Engineer Research and Development Center to announce its intent to award a sole-source contract to Raytheon BBN Technologies Corporation. The notice involves a requirement from the U.S. Customs and Border Protection Agency for Raytheon to perform a system update and proof-of-concept test of fixed site sensors used in tunnel detection along borders.
The objective is for Raytheon to provide guidance on sensor installation, calibration and signal processing for the Border Tunnel Activity Detection System-Point. Interested parties had until October 31, 2017 to submit capability statements, proposals, or quotations demonstrating their ability to fulfill the requirement, along with descriptions of relevant past experience and references. However, the justification document attached indicates market research found Raytheon to be the only responsible source due to its proprietary knowledge of the jointly patented software, so the agency did not intend to conduct a competitive procurement. The NAICS code listed is 541712 with a size standard of 1,000 employees, and responses were to be emailed to the point of contact by the deadline.
