About this opportunity

The Marine Corps Tactical Systems Support Activity (MCTSSA) has issued a Special Notice announcing its intent to award a sole source contract to Rohde & Schwarz USA, Inc. for the procurement of a CMA-180 Radio Test Set. This notice, posted on June 20, 2025, with an extended deadline of July 15, 2025, is issued under Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), which allows for sole source procurement when only one responsible source can satisfy agency requirements. The acquisition includes the radio test set along with warranty and calibration services, and is valued under the simplified acquisition threshold. The CMA-180 is a radio communications tester designed for systems operating in the 100 kHz to 3 GHz range, utilizing digital signal processing and advanced computing capabilities. MCTSSA justifies the sole source approach because Rohde & Schwarz is the exclusive designer, manufacturer, and distributor of this equipment with no authorized resellers.

The primary purpose of this notice is to inform potential contractors of the government's intent to proceed with sole source procurement while providing an opportunity for other vendors to demonstrate their capability to meet the agency's requirements. Interested parties have 15 calendar days from the announcement date to submit capability statements, proposals, or quotations to the contracting officer, Maricela G. Lerma, at maricela.lerma@usmc.mil. While this is not a request for competitive proposals, responsible sources who believe they can provide equivalent test equipment that meets or exceeds the CMA-180 specifications are invited to respond. The government retains sole discretion to determine whether to compete this contract action and emphasizes that it will not be responsible for any costs incurred by parties responding to this notice. The procurement will utilize simplified procedures under FAR Part 13, with the notice serving as both a synopsis and solicitation for the commercial products acquisition.
