About this opportunity

The Department of the Interior, Interior Business Center, Acquisition Services Directorate, has published a Notice of Intent to Sole Source for a boom mower system on behalf of the U.S. Fish and Wildlife Service at Sequoyah National Wildlife Refuge. The agency intends to award a sole source contract for procurement of a boom mower system that is compatible with the refuge's existing Bobcat T870 skid steer loader. The system must be fully compatible with the Eterra V5 Raptor Boom Attachment and 48 Cyclone rotary brush cutter currently in use at the facility. The agency has identified Skid Steer Solutions as the sole distributor capable of providing the complete Eterra system with verified compatibility for the Bobcat T870 platform. This special notice was posted on September 5, 2025, and serves as advance notification of the government's intent to proceed with sole source procurement.

The primary objective of this procurement is to expand the utility of the refuge's existing equipment for vegetation and brush-clearing operations necessary for habitat management and facility maintenance. The boom mower system must include specific technical requirements such as interchangeable head options (rotary, flail, and sickle), extended reach capability for roadside and embankment clearing, and seamless integration with current hydraulic and electrical systems to avoid retrofit costs or warranty complications. Interested contractors have until September 10, 2025, to respond if they believe they can meet all technical requirements outlined in the notice. Eligible contractors must demonstrate the capability to provide the complete system with verified compatibility to the Bobcat T870 platform, including all required components without need for custom fabrication. The agency emphasizes that other reviewed vendors either lack required components or cannot meet compatibility specifications, which would result in unacceptable risks and additional costs.
