About this opportunity
The Department of Justice Office of the Inspector General announced a sole-source intent to negotiate with Axon Enterprise, Inc. for body-worn camera hardware, accessories, and Digital Evidence Management platform services on a Firm Fixed-Price basis with a response deadline of September 21, 2026. This is a restricted procurement; the OIG has determined that only Axon can fulfill the requirement.
The OIG currently relies on Axon's integrated hardware, storage, licensing, and bi-directional data-sharing capabilities across federal, state, and local law enforcement agencies. The agency cited organizational continuity, substantial cost avoidance through eliminating customization and warranty duplication, and mission-critical operational needs as justification for sole-source procurement. The contract will establish a purchase order structure covering a base period plus four option periods under simplified acquisition procedures (FAR 13.106-1(b)(1)).
NAICS code 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) applies; PSC is DK10 (Storage As A Service). Any party believing it can fulfill the requirement may submit a capability statement, though this notice is not a request for quotations.
Notice text
The Department of Justice (DOJ), Office of the Inspector General (OIG), intends to negotiate on a sole source basis with Axon Enterprise, Inc, utilizing an open market simplified acquisition procedure tool for a Firm Fixed-Price (FFP) contract.
The purpose for this FFP contract is to establish a purchase order that will continue to provide the DOJ OIG with hardware, accessories, and Digital Evidence Management (DEMS) platform. The purchase order will be for a base period and four option periods.
The NAICS code for this contract action is 518210 Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services (SBA Size Standard: $40.0 Million). The Product Service Code for this action is DK10 - IT and Telecom – Storage As A Service.
Based on market research, DOJ OIG has deemed that the items for the requirement being sought will need to be procured through Axon Enterprise, Inc. The OIG currently utilizes hardware, accessories, storage, licensing, support, and bi-directional sharing with other federal, state, and local law enforcement agencies through Axon Enterprise, Inc offerings. It is in the best interest to procure with Axon Enterprise, Inc due to DOJ OIG Investigation Division’s organizational need of the currently utilized offerings. Utilizing Axon Enterprise, Inc as a sole source offers the opportunity to procure the requirement without the OIG experiencing substantial duplication of cost related to customization, warranties, repairs, maintenance, etc. to new and existing requirements that could not be expected to be recovered through competition. It also allows continuity of operations for the DOJ OIG Investigation Division to meet its mission. It is recommended that the requirement be procured via open market sole source simplified acquisition procedures, utilizing authority found in FAR 13.106-1 (b)(1).
This notice of intent is not a request for quotations. Any party who believes they can fulfil this requirement should provide a capabilities statement no later than Monday, September 21, 2026 at 11:00 am ET. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the requirement. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 15G1AC26N00000006. If by Monday, September 20, 2026, no viable responses have been received in response to this announcement, DOJ OIG shall negotiate solely with Axon Enterprise, Inc. Any prospective contractor must be registered in the System for Award Management (SAM) and be an authorized distributor of Axon Enterprise, Inc products in order to be eligible for award. Interested parties are encouraged to furnish information. All documents submitted will not be returned.
