About this opportunity

The National Transportation Safety Board (NTSB) has published a notice of intent to award a sole-source contract to the National Academy of Sciences Transportation Research Board (TRB) for membership services. This is not a solicitation for proposals, bids, or quotations, but rather an announcement of the agency's intention to proceed with a non-competitive award. The NTSB justifies this sole-source approach based on the unique nature of TRB's publications and services that cannot be obtained elsewhere in the marketplace. The contract will provide the NTSB with multiple services including access to the TRB Library, complimentary annual meeting registrations, and various registration options. The notice was posted on August 12, 2025, with a response deadline of August 17, 2025.

The purpose of this contract is to provide the NTSB with essential resources for accident investigation, safety studies, and technical support through TRB membership. The membership will give NTSB access to transportation researchers, state and local transportation leaders, and private sector operators, while also serving as a platform to promote NTSB safety recommendations. The contract specifically covers participation in the Transportation Research Board's 105th Annual Meeting scheduled for January 11-15, 2027, at the Walter E. Washington Convention Center in Washington, D.C. This meeting is expected to attract over 13,000 transportation professionals worldwide and will feature more than 5,000 presentations across nearly 800 sessions covering all transportation modes. The sole-source award will be made under FAR 13.106-1(b)(1), which permits soliciting from a single source when only one source is reasonably available for the required services.

Background

The National Transportation Safety Board (NTSB) is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine, and pipeline -- and issuing safety recommendations aimed at preventing future accidents.

In support of this mission, NTSB has a requirement to renew its membership to the Transportation Research Board (TRB). The TRB is a division of the National Research Council (NRC), which serves as an independent advisor to the federal government on scientific and technical questions of national importance. The NRC is jointly administered by the NAS, the National Academy of Engineering, and the Institute of Medicine. The TRB will serve the NTSB as an asset for accident investigation, safety studies and technical support, quick access to transportation research, state and local transportation leaders, and private sector system operators, as well as promote the NTSB’s safety recommendations.

  • The work of TRB’s standing technical committees and task forces addressing all modes and aspects of transportation.
  • TRB publications and dissemination of reports and peer-reviewed technical papers on research findings.
  • TRB conduct of special studies on transportation research issues at NTSB’s request.
