About this opportunity

The National Institutes of Health intends to award a sole-source order against GSA Schedule MAS 47QRAA19D00D7 to Rose Li and Associates, Inc., for a shared portal to control confidential documents and data and safety monitoring support services for the NIH's National Institute on Deafness and Other Communication Disorders (NIDCD) Data and Safety Monitoring Board (DSMB), with a response deadline of May 27, 2026. This is a notice of intent, not a competitive solicitation; interested parties may submit a statement of capabilities for consideration before award approval of the limited sources justification.

The acquisition represents a logical follow-on to ongoing NIH data and safety monitoring services that Rose Li and Associates currently provides. The contractor will establish and manage a secure centralized portal (SharePoint-based) for controlled access to DSMB meeting documents, coordinate DSMB operations for one established board of ten members including chair, schedule and conduct one virtual meeting per option year, prepare conflict of interest certifications and meeting reports with recommendations, and manage honorarium payments to seven non-Federal DSMB members at $200 per person per meeting day. The contractor will also accommodate up to one ad hoc review annually (email-based or virtual meeting up to two hours).

The anticipated period of performance runs from September 2, 2026 through September 1, 2028 if all option periods are exercised. The acquisition is classified under NAICS 541611 (Administrative Management and General Management Consulting Services) with a $24.5 million size standard and PSC R497.
