About this opportunity
The Department of Homeland Security's Customs and Border Protection has issued a Notice of Intent to Sole Source for an aviation data set procurement. The agency intends to negotiate a sole source award with VirTower LLC under FAR 6.302-1, which allows for single source procurement when only one responsible source can satisfy agency requirements. U.S. Border Patrol specifically requires a complete aviation data set that includes customized locations. The procurement falls under NAICS code 488119 (Other Airport Operations) with a small business size standard of $40 million. This notice serves as advance notification of the agency's intent to proceed with a non-competitive award rather than an open solicitation process.
The primary purpose of this notice is to inform the contracting community of CBP's sole source procurement strategy while providing an opportunity for other capable vendors to present their qualifications. Interested parties may submit information about their companies' capabilities via email to the designated contracting officer by 2:00 PM Eastern Time on September 15, 2025. The agency explicitly states that no solicitation will be made available and that this notice does not constitute a request for quotations. Companies wishing to demonstrate their capabilities must email their information to shana.l.schreiner@cbp.dhs.gov, with phone calls not being accepted. The tight three-day response window from posting to deadline indicates the agency's urgency in finalizing this procurement approach. Any business operating under the specified NAICS category and meeting the size standard requirements may submit capability information for consideration.
