About this opportunity
The National Institutes of Health Clinical Center has issued a Notice of Intent to sole source a contract for annual maintenance and support of AcuityPlus software to Harris OnPoint. This special notice, posted on January 2, 2026, announces the government's intent to award a firm-fixed-price contract under Simplified Acquisition Procedures. Harris OnPoint is identified as the sole manufacturer and licenser of the AcuityPlus system, which is currently in use by the NIH Clinical Center's Nursing Department. The acquisition will provide comprehensive technical support services to clinical center personnel through web-based and teleconference channels. This sole source procurement is being conducted because Harris OnPoint is the only vendor capable of providing the specialized support required for the existing system.
The primary objective of this contract is to ensure continued operational support and enhancement of the AcuityPlus software utilized by the Nursing Department for clinical acuity management and data analysis. The contract will encompass periodic updates, system upgrades and patches, support for inpatient and ambulatory health methodologies, IBM Cognos integration support, and staffing and ADT import interface services. Interested parties may submit comments regarding this sole source intent through January 6, 2026 at 12:00 p.m. EST, with submissions directed to Huda Malik and Christopher Lauver at the NIH Clinical Center. As a sole source procurement, only Harris OnPoint is eligible to be awarded this contract, as they are the exclusive manufacturer and licenser of the system. The justification for sole sourcing includes the existing business relationship, the absence of training requirements for current users, and the system's unique capability to enable productivity improvements through comparative acuity data analysis with peer organizations.
Notice text
Harris OnPoint will provide a means of quick and reliable technical service to NIH Clinical Center personnel requiring assistance with the utilization, annual maintenance and support of the AcuityPlus software. The provided assistance is web-based through a secure connection (SecureLink) and via teleconferencing. In addition, the vendor will provide and assist with the following:
- • Periodic updates
- • Upgrades and/or patches as necessary
- • Support of inpatient, ambulatory, and behavioral health methodologies and transparent classification
- • IBM Cognos support
- • Staffing and ADT import interface
Harris OnPoint is the only manufacturer and licenser of the Acuity Plus system. It is the only system that allows the department to continually improve productivity and identify best practice opportunities by comparing acuity data with other organizations. The Nursing department has a business relationship and contract for Acuity Plus that supports troubleshooting and specific applications to this system. In addition, because the system is already in use by nursing staff – no new training is required. It is the only system that allows the department to practice improved productivity and identify best practice opportunities by comparing acuity data with other organizations.
