About this opportunity
The National Aeronautics and Space Administration (NASA) Information Technology Procurement Office has issued a Special Notice announcing its intent to sole source a contract for 52 Angstrom Designs pLED Solar Simulator Heads directly to Angstrom Designs Inc, located in Santa Barbara, California. This notice pertains to the acquisition of specialized LED-based programmable solar simulator test systems designed for multi-junction solar cell technology testing. NASA has determined that Angstrom Designs Inc offers unique equipment with essential control and tunability capabilities required for advanced solar cell technology testing. The procurement will be conducted under the statutory authority of 41 U.S.C. 1901, which permits other than full and open competition for specific acquisitions. The notice is classified under the NAICS category of Other Computer Related Services and will be processed as a commercial item acquisition using FAR Part 12.
The primary objective of this Special Notice is to inform potential contractors about NASA's intention to sole source the solar simulator heads to Angstrom Designs Inc and provide an opportunity for other organizations to demonstrate their capabilities. Interested organizations may submit their qualifications electronically to Kaelin Kelley, the contract specialist, via email by 6:00 p.m. EST on March 13, 2025. Any submitted capabilities and qualifications will be evaluated solely to determine whether the acquisition should proceed on a competitive basis, with the final determination remaining entirely at the government's discretion. NASA has included the NASA Clause 1852.215-84 Ombudsman provision, and interested parties can reference the provided ombudsman contact information. The contract is not set aside for any specific group, and contractors interested in participating must demonstrate their ability to meet NASA's precise technical requirements for solar simulator test systems.
