About this opportunity
This Special Notice was published by the US Army Medical Research Acquisition Activity to announce its intent to negotiate on a sole source basis with Vista Partners LLC for the Automated Neuropsychological Assessment Metric 4 (ANAM4) software. The US Army Medical Command requires ANAM4 licenses and maintenance to continue critical pre-deployment neurocognitive assessments, post-deployment assessments, and assessments of injured service members.
The Special Notice summarizes that ANAM4 has been the DoD-designated neurocognitive assessment tool for 12 years and is essential to the government's requirements, precluding consideration of other products. It instructs interested parties to submit capability statements with technical data and costs by May 27, 2021 if they wish to be considered, though a sole source award to Vista Partners is indicated as the only responsible source. The intended NAICS code is 511210 with a $38.5M small business size standard, and submissions should be emailed to the point of contact. The Special Notice is not a solicitation but a means to determine if competition is possible for the ANAM4 software licenses and maintenance requirement.
Notice text
The US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR 13.501) with Vista Partners LLC, 5645 Saddle Creek Trail, Parker, CO 80134, as the only responsible source that can provide an Automated Neuropsychological Assessment Metric 4 (ANAM4) software. This acquisition is being conducted under the FAR 13.5 Test Procedures for Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated.
The Office of The Surgeon General (OTSG) has a need for the Automated Neurological Assessment Metrics 4 (ANAM4) software, associated licenses.
As a deployed application, ANAM4 is used to perform baseline NCAT testing on deploying personnel, as well as NCAT assessment following a diagnosed concussion or mild TBI (mTBI). Post-injury NCAT assessments can be compared to Service Member baseline NCAT assessments, to inform return-to-duty decisions by medical providers. The current NCAT solution, ANAM4 has been developed, tested, implemented, and deployed for 12 years. Access to this product ensures continuation of the critical pre-deployment assessments, post-deployment assessments, and the assessment of injured service members. Inability to use the ANAM4 tool would debilitate the Services' abilities to provide for Traumatic Brain Injury/Behavioral Health (TBI/BH) screening at all echelons of healthcare. Accurately and efficiently monitoring the neurocognitive status of U.S. war fighters under diverse operational and experimental conditions is of critical importance to the ongoing mission and network-centered initiatives of the United States military. These screenings are a mandatory requirement for all Service members.
The use of ANAM4 software is essential to the Government's requirements, and thereby precludes consideration of another product. Department of Defense Instruction (DoDI) 6490.13, September 11, 2015, the Automated Neuropsychological Assessment Metrics (ANAM4) is the DoD-designated neurocognitive assessment tool supporting the policy requirement to implement a comprehensive neurocognitive assessment program in the military. Vista Partners, LLC is the only contractor that can provide its proprietary services and equipment for ANAM4 Neurocognitive Assessment Tool (NCAT).
Items being purchased in this acquisition:
ANAM4 Licenses/ Maintenance for both Laptop and Tablet devices (Base period with four option periods)
This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210 with a Small Business Size Standard of $38.5M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Based on the above information, the only technically acceptable system is provided by Vista Partners LLC.
Submit email capability statements (using PDF, MS Word, Excel attachments) to Jeffrey Sprecher at jeffrey.b.sprecher.civ@mail.mil. Statements are due no later than 4:00 P.M. EST on 27 May 2021. No phone calls will be accepted.
