About this opportunity
The Defense Health Agency (DHA) U.S. Army Medical Research Acquisition Activity (USAMRAA) has issued a Special Notice announcing its intent to award a Firm Fixed Price sole source contract to the American National Standards Institute American Society for Quality (ANSI-ASQ) National Accreditation Board (ANAB). The contract is on behalf of the Armed Forces Medical Examiner System (AFMES) and will be issued under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold. AFMES seeks ANAB accreditation for its testing and calibration laboratories, specifically targeting ISO/IEC 17025:2017 standards, ANAB AR3125 Forensic Science Testing and Calibration Laboratories Accreditation Requirements, and FBI Quality Assurance Standards for Forensic DNA Testing Laboratories. The agency has determined that ANAB is the only vendor capable of meeting all specified accreditation standards, having continuously provided such accreditation since 2014.
The purpose of this Special Notice is to formally communicate the government's intention to sole source the accreditation contract to ANAB and provide an opportunity for other potential vendors to demonstrate their capabilities. Interested firms must submit their capability statements in writing to the point of contact, James Cheng, by 4:00 PM Eastern Standard Time on June 17, 2025. The government retains sole discretion in determining whether to compete the proposed contract based on responses received. Potential contractors must fully identify their interest and ability to provide the specified accreditation services, with no telephone requests being accepted. The contract falls under NAICS Category 541990 (All Other Professional, Scientific, and Technical Services) and PSC Category R420 (Support-Professional: Certifications and Accreditations). While this notice is not a request for quotations, it represents a critical step in maintaining the AFMES laboratory's rigorous accreditation standards and compliance with forensic science testing requirements.
