About this opportunity

The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services has issued a Notice of Intent to award a sole source purchase order for an ISO 35001:2019 License Agreement to American National Standards Institute, Inc. (ANSI). This special notice, posted on February 27, 2026, indicates the CDC's intention to procure licensing rights for the ISO 35001:2019 standard without competitive bidding. The procurement will be conducted as a simplified acquisition under FAR Part 12 for commercial products and services. Interested parties who believe they can satisfy this requirement are invited to submit capability statements demonstrating their ability to provide the ISO 35001:2019 License Agreement. The submission deadline is March 9, 2026, and all inquiries must be directed to contract specialist Felipe Cardenas at tpp5@cdc.gov.

The ISO 35001:2019 License Agreement is required to support the Biorisk Management Pilot (BMP) program, a collaborative initiative between the CDC's Quality and Safety Systems Branch and the Association of Public Health Laboratories (APHL) designed to help clinical and public health laboratories improve internal processes and reduce incidents, accidents, infections, and illnesses resulting from laboratory operations. The licensing agreement is deemed necessary because it defines processes to identify, assess, control, and monitor risks associated with hazardous biological materials. Contractors must submit capability statements within 10 days of the notice issuance to demonstrate their ability to fulfill this requirement; telephone inquiries will not be accepted. The Government retains the discretion to decide whether to compete this procurement based on the capability statements received. This is a firm fixed-price purchase order opportunity classified under NAICS code 541611 (Administrative Management and General Management Consulting Services).
