More than one Responsible Vendor has expressed interest in the project.  Project will be advertised for Service Disabled Veteran Owned set-aside.  Companies with experience in US Forest Service Look Out repairs need apply.

Added: May 23, 2016 6:11 pm The Nez Perce-Clearwater National Forest intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs to the following: (1) Indian Hill Look Out Repairs and (2) Bald Mountain Ski Roof Replacement.

The Requirement(s) is for the restoration of the Indian Hill Look Out that sustained fire damage in FY2015 and to replace the lighting rod and roof for the Bald Mountain Skill Hill.


Description of Work. This project will consist of repairing and upgrading two fire lookout towers.


Indian Hill Lookout -
This project is located on Indian Hill lookout at the terminus of the FS Road 290. This project will repair fire damage on the Indian Hill Lookout, upgrade the lightning protection system to meet current UL standards, and bring the catwalk up to OSHA standards. Work will include setting small footings, temporarily bracing tower while support posts are modified and replaced, in kind replacement of diagonal and horizontal bracing, replacing the existing catwalk joists, decking and handrails, and replacing existing lightning protection system.


Bald Mountain Lookout -
This project will consist of upgrading the lightning protection system to meet current UL standards and to replace the vinyl roof cap.



This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management, technical data, and past performance in look out and lighting/roof repairs. Sufficient detail must identify convincing evidence that clearly demonstrates the capability to perform the work required. Capability statements should not exceed 5 pages (8.5 x 11 inches) pages. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is soley within the discretion of the Government. Information received will be considered soley for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source.


Capability Statements are due by: 3 June 2016 by 14:30 or 2:30PM (Local).
