About this opportunity
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) has issued a Special Notice regarding their intent to sole source additional administration and maintenance services for the HPE Cray EX Narwhal supercomputer system. The agency plans to issue a contract modification to Hewlett Packard Enterprise Company on a sole source basis, justifying this approach by stating that HPE possesses exclusive intellectual property rights for HPE Cray EX Supercomputers that are not available from any other source. This procurement falls under NAICS code 334111 (Electronic Computer Manufacturing) with a small business size standard of 1,250 employees. The notice was posted on July 31, 2025, and explicitly states that it is not a request for competitive quotes or proposals, nor will a solicitation be issued.
The primary purpose of this notice is to inform the market of the government's intent to proceed with sole source procurement while providing an opportunity for other vendors to demonstrate their capabilities. Interested contractors may submit capability statements, proposals, or quotations by August 15, 2025, which is 15 days from the posting date. Submissions must include sufficient detail to demonstrate the vendor's ability to fulfill the requirement, along with descriptions of past experience in similar work and relevant references. All responses must be submitted electronically to Jody Criss at the specified email address with the solicitation number in the subject line, as verbal communications are not acceptable. The government retains sole discretion to determine whether to conduct a competitive procurement based on the responses received, and all responsible sources are eligible to participate in this process.
