About this opportunity

The United States Air Force Materiel Command Lifecycle Management Center announced on June 2, 2026, its intent to sole-source award a firm-fixed-price contract to CAE USA Inc., Orlando, Florida, for one Level D 747-8i Full Motion Simulator. The sole-source determination rests on CAE's status as the only manufacturer of FAA-certified Level D 747-8 simulators globally; extensive market research, including a Sources Sought Notice posted in December 2025, confirmed no alternative sources exist. The requirement is critical and mission-essential for placement at Joint Base Andrews.

The procurement encompasses site survey and facility evaluation, procurement and installation of the simulator with 6-DOF motion, visual system, sound system, and exact cockpit replica, operational hardware and software meeting DoDI 8500.01/8510.01 and applicable Air Force/DoD manual requirements, initial support and maintenance with spare parts and software updates, and initial training and courseware. Delivery and installation are estimated at 24 to 36 months from contract award, followed by 12 to 18 months of support and maintenance. The Government will execute this acquisition under 10 U.S.C. 3204(a)(1) and RFO 6.103-1, using Commercial procedures under RFO Part 12. Procuring through a third-party integrator poses unacceptable risks to cost, schedule, and mission objectives.
