About this opportunity
This Special Notice announces the National Aeronautics and Space Administration Langley Research Center's intent to sole source a Variable Spot Size Laser Heater for its Integrated Structural Assembly of Advanced Composites system from Electroimpact Inc. The heater is required to be compatible with equipment previously purchased from Electroimpact for the program.
The Notice seeks to expand the ISAAC system capabilities by acquiring the Variable Spot Size Laser Heater from Electroimpact, as it has been determined they are the sole provider of this item compatible with the existing system. Interested parties have until September 8, 2020 to submit their capabilities and qualifications in writing to be considered for conducting the procurement on a competitive basis instead of sole sourcing. However, the decision to compete the effort or not is solely at the agency's discretion. Eligible sources may submit an offer that will be considered along with evaluating responses for full and open competition. The agency intends to acquire this as a commercial item under FAR Part 12 and 13.5.
Notice text
NASA/LARC has a requirement to expand its Integrated Structural Assembly of Advanced Composites (ISAAC) system by purchasing a Variable Spot Size (VSS) Laser Heater.
NASA/LARC intends to purchase the Variable Spot Size (VSS) Laser Heater from Electroimpact Inc. (EI), of 4413, Chennault Beach Rd., Mukilteo, WA, 98275. It has been determined that EI is the sole provider of this item which is compatible with the previously purchased ISAAC system from EI. It would take substantial duplication of resources and time for another source to provide the required item and this additional expense is not expected to be recovered through competition.
The Government intends to acquire a commercial item and services using FAR Part 12.
Provision for this JOFOC is made under the statutory authority of 10 U.S.C. 2304(c)(1). FAR Part 13.5 procedures are used under the statutory authority of 10 USC 2304(g)(4) which requires NASA to follow 41 U.S.C.1901(e).
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Eastern Standard Time on 9/08/2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
NASA Clause 1852.215-84, Ombudsman, is applicable.
