About this opportunity
The U.S. Secret Service (USSS) has issued a Special Notice of Intent to Sole Source a contract for the Questionmark (QM) On-Demand assessment and evaluation software platform. The notice, posted on March 11, 2025, indicates the agency's intention to award a contract directly to Questionmark for their specialized software. The procurement is specifically for the JJ Rowley Training Center to support automated assessment and evaluation systems for Special Agent and Uniform Division students in basic training programs. The sole-source justification is based on Questionmark being the exclusive manufacturer of the platform with proven compatibility with USSS network systems. The contract is valued at $26,835.00 for a one-year base period and falls under the NAICS category 541519 for Other Computer Related Services.
Contractors interested in challenging the sole-source determination must submit written evidence of their capabilities by 12:00 PM ET on March 14, 2025, to crystal.pressley@uss.dhs.gov. The USSS has conducted market research supporting the sole-source justification, noting that alternative vendors would require significant additional resources for security checks, data transfer, and system integration. The procurement aims to maintain continuity in the training center's assessment processes by utilizing a platform with extensive security and compliance capabilities. Potential contractors must demonstrate they can meet the specific technical requirements and provide a comparable solution to the Questionmark platform. The opportunity is open to all interested parties who can provide compelling evidence of their ability to match or exceed the current software's functionality and integration capabilities within the USSS technology ecosystem.
