About this file
This document is a Notice of Intent to Sole Source a purchase order issued by the U.S. Secret Service (USSS). The agency intends to award a sole-source contract to Questionmark (QM) for their On-Demand assessment and evaluation software platform, valued at $26,835.00 for a one-year base period. The software will support the JJ Rowley Training Center by providing an automated assessment system for Special Agent and Uniform Division students in basic training programs, enabling data analysis and report generation.
The sole-source justification is based on Questionmark being the exclusive manufacturer of the platform, with proven compatibility with USSS network systems and extensive security and compliance capabilities. Market research indicates that switching to an alternative vendor would require significant additional resources, including security checks, data transfer delays, and potential system integration challenges. Interested parties who believe they can meet the requirements must submit written evidence of their capabilities by 12:00 PM ET on 03/14/2025, to crystal.pressley@uss.dhs.gov. The procurement falls under NAICS code 541519 for Other Computer Related Services.

NOTICE OF INTENT TO SOLE SOURCE
Notice of Intent to Award Sole Source Purchase Order to Cepheid
Pursuant to FAR 13.106-(1)(b)(1), the U.S. Secret Service (USSS) intends to award a sole source purchase order to Questionmark, 535 Connecticut Ave, Suite 100, Norwalk CT 06854 for USSS JJ Rowley Training Center (RTC).
The service benefits provided by Questionmark is described below.
USSS is seeking is seeking to award a sole-source follow-on contract to Questionmark (QM) to acquire the Questionmark (QM) On-Demand assessment and evaluation software platform, as QM is the exclusive manufacturer of this product. This platform will support JJ Rowley Training Center (RTC) by providing an automated assessment and evaluation system for Special Agent (SA) and Uniform Division (UD) students in the basic training programs. It will also enable assessment proctors and administrators to conduct data analysis and generate reports to help achieve the mission objectives of RTC. Acquisition of non- Questionmark Annual Software Subscription and Maintenance Support would result in an unreasonable number of man-hours expended towards trade studies, reviewing the results, testing software, resolving programmatic code issues, and re-training personnel (system maintainers and users), and the uncertainty that the software will work on the USSS network. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The vendor already houses the Secret Service data. Switching to a new vendor will require additional security checks and delay transferring data to their system. software works on the USSS network is already tested and proven.
The contract value for this procurement is $26,835.00. Period of performance is for one base year.
Questionmark is a leading assessment and evaluation testing and evaluation platform, recognized as the premier solution in the market. Market research revealed that the
Department of Defense (DoD), specifically the Air Force, has sole-sourced multiple contracts for Air Education Command (AETC) due to QM’s industry dominance. In contrast, my research into similar platforms showed that while other companies offer comparable services, their capabilities, setup, delivery, data collection, reports, and licensing are significantly limited. Failing to meet the comprehensive needs of our enterprise. Additional market research and differentiator determined Questionmark is ideal for organizations (such as USSS) that need robust, high-security, and compliance-driven assessments with advanced reporting capabilities. Whereas competitors are more affordable for smaller businesses and educational organizations, with a simple interface and strong quiz/exam functionality, and is highly recommended for businesses that require an integrated LMS with assessment tools, particularly if they are also looking for learning management and corporate training solutions. Although other platforms have strengths depending on the size of the organization and the complexity of their testing needs. For large-scale enterprises focused on security and compliance, Questionmark would be the best fit, while other companies provide a good entry-level option.
