About this opportunity

The Department of the Air Force issued a notice of intent to sole-source a six-month Cost Analysis Data Operating Model (CADOM) contract to Technomics, Inc., with a justification submission deadline of July 27, 2026. This is a Total Small Business set-aside. The action prevents service lapse and ensures development continuity prior to award of the competitive follow-on CEMDAR contract.

The effort covers continued development, integration, testing, and refinement of critical CADOM data pipelines, applications, and metadata architectures supporting the Air Force's cost estimating enterprise. Deliverables include the CSDR/FlexFile Data Pipeline for automated contractor cost data ingestion, the Contracts Data Pipeline for financial data integration, the CADOM Metadata Layer and Data Architecture for enterprise governance, the Data Catalog Application, and knowledge transfer support with a 60–90 day transition period. Performance terminates upon the earlier of February 3, 2027, or completion of transition to the CEMDAR awardee.

The justification invokes 10 U.S.C. 3204(a)(1), asserting that Technomics alone possesses the required combination of technical capability, institutional knowledge, platform access, data permissions, code familiarity, and active Non-Disclosure Agreements. Market research confirmed alternative contractors face an estimated 5–7 month onboarding barrier including NDA execution, platform provisioning, code familiarization, and testing. NAICS 541715; PSC R499.
