Summary: Department of the Air Force Justification for Other Than Full and Open Competition
This document is a Justification for Other Than Full and Open Competition (J&A) for a sole-source contract award to Technomics, Inc. by the Air Force Cost Analysis Agency (AFCAA), Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller (SAF/FMC), located at Joint Base Andrews, Maryland.
The contract covers continued development, integration, testing, and refinement of critical Cost Analysis Data Operating Model (CADOM) data pipelines, applications, and associated metadata architectures supporting the Air Force's cost estimating enterprise. Specific deliverables include: the CSDR/FlexFile Data Pipeline for automated ingestion and validation of contractor cost data; the Contracts Data Pipeline for financial data integration; CADOM Metadata Layer and Data Architecture for enterprise metadata governance; the Data Catalog Application providing searchable access to CADOM datasets; additional applications under development; and knowledge transfer and orderly handoff support with an estimated 60–90 day transition period. The contract is limited to continued development, refinement, and transition of these specified capabilities, with expansion to new pipelines or analytical studies reserved for the CEMDAR follow-on competition. The government will retain unlimited data rights to enable future competition. The period of performance terminates upon the earlier of February 3, 2027, or completion of transition to the CEMDAR awardee.
The justification invokes 10 U.S.C. 3204(a)(1) as the statutory authority, asserting that only Technomics possesses the unique combination of technical capability, institutional knowledge, platform access, data permissions, code familiarity, and active Non-Disclosure Agreements required to continue development without interruption. The document details an estimated 5–7 month onboarding barrier for any alternative contractor, including NDA execution (8–16 weeks), platform provisioning (2–3 weeks), code familiarization and knowledge transfer (8–12 weeks), and testing/validation (4–6 weeks). Market research confirmed no other source could meet government requirements without unacceptable cost or schedule impacts.
