About this opportunity

The Department of Veterans Affairs intends to sole-source award a contract to Bausch Health for a Fraxel FTX Laser System, with a response deadline of September 15, 2026 at 10:00 AM Eastern Time. James A. Haley Veterans' Hospital in Tampa, Florida is establishing a new Dermatology Laser Clinic to support its Oncology Rehabilitation Program, addressing radiation-induced fibrosis, scarring, pigmentation abnormalities, textural irregularities, and burn scar management for cancer treatment patients. The sole-source justification rests on the Fraxel FTX's dual-wavelength technology, lack of direct commercial substitutes, customizable treatment capabilities, and proven clinical results. Vendors believing they can provide an equivalent or superior product may submit capability statements, product brochures, technical specifications, and supporting documentation—including clinical data, FDA clearance information, or comparative specifications—via email to Contracting Officer Marcus Lewis (Marcus.Lewis2@va.gov; 813-940-0316). Failure to respond by the September 15 deadline may result in the Government proceeding with sole-source award to Bausch Health without further consideration. Solicitation 36C24826Q1248; NAICS 334510; PSC 6515.
