The Fraxel FTX laser system is required to establish a new Dermatology Laser Clinic supporting the hospital's Oncology Rehabilitation Program, which addresses complications such as radiation-induced fibrosis, scarring, pigmentation abnormalities, textural irregularities, and burn scar management for cancer treatment patients. Contracting Activity: Department of Veterans Affairs, VISN 08, James A. Haley Medical Center, 13000 Bruce B Downs Blvd., Tampa, FL 33612-2237

Requisition Number: 673-26-2-084-0106

Response Due Date: September 15, 2026

Notice

The Department of Veterans Affairs, James A. Haley Veterans' Hospital (JAHVH), intends to negotiate and award a sole source contract to Bausch Health for the procurement of a Fraxel FTX Laser System, in accordance with FAR 13.106-1.

Background and Purpose

The James A. Haley VA Hospital Dermatology Clinic requires the Fraxel FTX laser system to establish a new Dermatology Laser Clinic supporting Oncology Rehabilitation. The Oncology Rehabilitation Program is expanding to address the needs of Veterans experiencing complications such as fibrosis, scarring, and impaired mobility. The new clinic will provide advanced laser therapy to improve functional outcomes and quality of life for Veterans undergoing cancer treatment.

The Fraxel FTX offers both ablative and non-ablative capabilities, specifically beneficial for oncology patients experiencing:

Radiation-induced fibrosis

Scarring

Pigmentation abnormalities

Textural irregularities

Burn scar management

Basis for Sole Source

Bausch Health is the manufacturer and sole distributor of the Fraxel FTX original equipment.

Key factors supporting this determination include:

Unique technology: Fraxel FTX® is the first and only system to combine both wavelengths in a single platform for non-ablative fractional resurfacing.

No direct commercial substitute: Other non-ablative fractional lasers (e.g., Lumenis ResurFX™) use different wavelengths and scanning methods and may not match the same dual-wavelength capability.

Customizable treatment: The FTX allows precise control over depth, shape, and density, making it the only known source for certain required clinical applications.

Proven clinical results: Extensive dermatological use and peer-reviewed outcomes support its suitability and irreplaceability for the intended clinical indications.

Notice to Interested Vendors

This notice is not a request for competitive proposals. However, the Government will consider all capability statements received in response to this notice.

Vendors that believe they can supply a product equivalent or superior to the Fraxel FTX laser system, and that satisfies the clinical and functional requirements set forth above, are invited to submit the following documentation in writing no later than September 15, 2026, for the Government's consideration:

1. A detailed capability statement explaining how the proposed product meets or exceeds the salient characteristics of the Fraxel FTX laser system described in this notice;

2. A current product brochure or technical/spec sheet for the proposed equivalent product;

3. Proof/documentation supporting the vendor's claim of equivalency or superiority (e.g., clinical data, FDA clearance information, or comparative technical specifications).

Submission Instructions:

All responses must be submitted via email only to: Marcus.Lewis2@va.gov

Please note: telephonic inquiries regarding this requirement will not be accepted.

All inquiries and submissions must be directed to the Contracting Officer via email at the address provided above.

Responses must be received no later than 10:00 AM ET on September 15, 2026.

Failure to respond to this notice with the required documentation by the stated deadline may result in the Government proceeding with a sole source award to Bausch Health without further consideration of other sources.

Contracting Officer Certification

I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief, and that this acquisition is approved in accordance with FAR 13.106-1(b).

Marcus Lewis
