About this opportunity

The Department of Energy's Strategic Petroleum Reserve (SPR) Systems & Projects Office has issued a Notice of Intent to Sole Source for a cybersecurity assessment of their Distributed Control System (DCS) environments. The agency intends to award this contract directly to Emerson, located in Round Rock, Texas, under FAR 13.5 sole source authority. The assessment will focus on SPR facilities in New Orleans, Louisiana and West Hackberry, Louisiana. This is explicitly not a request for competitive proposals or quotes, as Emerson is identified as the sole manufacturer of the software and hardware equipment used to control and monitor oil movements and storage at DOE SPR facilities. The procurement will be conducted under FAR Parts 12 and 13.

The primary objective is to conduct a comprehensive cybersecurity review of the current DCS environment and provide a detailed report identifying gaps in system architecture, remote access implementation, workstation and server hardening, Windows security patch status, and DeltaV patching status, along with recommendations for cybersecurity mitigation. Although this is a sole source procurement, responsible sources may submit capability statements for consideration by the agency. All capability statements must be received by 2:00 p.m. Central Time on September 11, 2025, and must include documentation demonstrating the ability to satisfy the government's requirements. The government reserves sole discretion in determining whether to compete this requirement based on responses received. Questions should be directed exclusively via email to the designated contracting officer, Bennetta Hamilton.
