About this opportunity

The Department of State's U.S. Embassy in Cotonou, Benin has issued a Special Notice of Intent to sole source a contract for Outbound Courier Services to DHL International Benin SARL. The contract, identified as #19BN1525P0344, will be awarded under NAICS code 492110 and is being processed through Federal Acquisition Regulation (FAR) 13.106-(b)(1). The notice indicates the government's intent to award a 60-day contract to allow time for developing a comprehensive five-year competitive procurement strategy. The embassy has determined that DHL International Benin SARL is the only responsible source capable of meeting their specific service requirements. This sole source procurement is being justified under the authority of 41 USC 253(c)(1) and Federal Acquisition Regulation Part 6.302-1.

The primary objective of this Special Notice is to ensure continuous outbound courier services for the U.S. Embassy in Cotonou, with an estimated contract value of $30,000 covering the period from April 1 to May 31, 2025. While this is not a formal request for proposal, all responsible sources are permitted to submit a capability statement. The contract's urgency stems from challenges with the current contractor's SAM registration, which necessitated contract termination. Eligibility appears focused on vendors capable of providing comprehensive courier services that meet U.S. Government standards, with DHL being deemed the sole qualified provider through a market survey. The embassy's approach reflects a strategic interim solution, bridging the gap between current operational needs and a future competitive procurement process. Potential contractors should note the notice's posted date of March 20, 2025, and the response deadline of April 2, 2025, though the primary intent is informational disclosure rather than soliciting competitive bids.
