About this opportunity
The Department of the Interior Bureau of Reclamation issued a Notice of Intent to Sole Source on January 23, 2026, regarding the procurement of two floating modular boat docks for installation at Clark Canyon Reservoir in Montana. The agency has determined that Damon Designs, Inc. is the sole source capable of meeting the specific requirements for these dock systems, which must feature automatic water level adjustment and ease of movement without heavy equipment. This procurement will be conducted under Simplified Acquisition Procedures as a sole source requirement, with the anticipated Request for Quote to be issued on or around March 11, 2026. The notice invites competing vendors who believe they can fully meet the stated requirements to submit a written Letter of Interest and capability statement for consideration.
Competing vendors must submit their responses to Contract Specialist Sydney Oakes at soakes@usbr.gov no later than February 9, 2026, at 3:00 PM MDT to be considered for this procurement opportunity. Submissions must include the vendor's System for Award Management (SAM) Unique Entity Identification (UEI) Number, Tax Identification Number (TIN), and small business classification status under NAICS Code 488310 (Port and Harbor Operations). All vendors must be registered in the SAM database prior to submitting offers, and all future invoices must be submitted through the Department of Treasury's Internet Platform at www.IPP.gov. The dock systems must meet rigorous specifications including 40-foot and 60-foot lengths with self-anchoring capability accommodating up to 18 feet of water level fluctuation, all-welded steel frames, polyethylene flotation units, and comprehensive warranties including a 2-year standard warranty and 8-year non-prorated warranty on flotation components. The Government reserves the right to determine whether to conduct a competitive requirement based on the responses received by the February 9 deadline.
