About this opportunity
The 628th Contracting Squadron at Joint Base Charleston, South Carolina, intends to award a single source contract for a TISABAS Compact Motorized Foldable Conveyor Belt System to support the 437th Aerial Port Squadron. This specialized conveyor system is designed to mechanically move baggage and cargo into aircraft bellies, thereby reducing potential injuries to baggage handlers and minimizing equipment damage. The Air Force Air Mobility Command has determined that Ramper Innovations (CAGE: 8LV00) is the sole viable source for this requirement, as they hold the patent for this technology. While this is not a request for competitive quotes, responsible sources may submit capability statements, proposals, or quotations for consideration by July 7, 2025. The procurement will be conducted under FAR 13.106-1(b)(1), which permits single-source acquisition when only one source is reasonably available. Questions and responses should be directed to A1C Karel Allen and Mr. Matthew Michel at the specified email addresses.
This procurement does not utilize any set-aside designations and is classified under NAICS code 333922 for Conveyor and Conveying Equipment Manufacturing. Ramper Innovations has been identified as the intended awardee based on their exclusive patent rights to the TISABAS technology, with market research confirming them as the only source capable of providing this specific system directly to the U.S. government. The government's market research identified Power Stow International as having a mechanically similar product, but they do not sell directly to U.S. government entities. This acquisition is characterized as a one-time purchase with no anticipated future requirements for similar equipment. The single source justification document was originally prepared in April 2021, indicating this may be a renewed or continued procurement effort under Request/Local ID Number F1M31A5135A001.
