About this file

This document is a Single Source Justification for a simplified acquisition by the 628th Contracting Squadron. The solicitation is for a TISABAS Compact Motorized Foldable Conveyor Belt for the 437th Aerial Port Squadron, to be purchased from Ramper Innovations, the sole patent holder of the technology. The conveyor system is designed to mechanically move baggage and cargo into aircraft bellies, reducing potential injuries to baggage handlers and damage to equipment.

Market research confirmed Ramper Innovations as the only viable source, with Power Stow International being the only other mechanically similar product distributor, but they do not sell directly to the US government. The procurement is considered a one-time purchase with no known future requirements, and the contract will be awarded under FAR 13.106-1(b)(1), which allows for single-source procurement when only one source is reasonably available. The Request/Local ID Number is F1M31A5135A001, and the document was prepared in April 2021.

The TISABAS is a compact, motorized folding conveyor system that goes into the belly of commercial aircraft and mechanically moves baggage and cargo on and off. It was designed to limit the damage done to individuals' knees and backs when loading baggage and cargo into the bellies of commercial aircraft. This equipment will increase efficiency and reduce potential damage/injuries to aerial port equipment, aircraft and baggage handlers.

Ramper Innovations is the only company that can produce and sell the TISABAS, due to the company holding the patent for the invention, design, and concept.
