About this opportunity
The U.S. Army Corps of Engineers New York District has issued a Special Notice of Intent to restrict competition for repairs to the Drift Collection Vessel (DCV) Hayward. This notice indicates that the agency intends to solicit a fixed-price contract for ship repair work on a federally owned vessel currently berthed at Caven Point Marine Terminal in Jersey City, New Jersey. The repair work falls under the Ship Building and Repairing NAICS category (336611) and involves maintenance and repair services for vessels. The notice was posted on March 20, 2026, with a response deadline of April 6, 2026. This is a restricted competition opportunity with no small business set-aside applied.
The primary objective is to repair the DCV Hayward's corroded starboard shaft bearing liner, which has rendered the vessel's secondary shaft inoperable and severely limited its transit capabilities to the New York Harbor area. Contractors must be located within or capable of operating a shipyard within a defined geographic boundary encompassing the waters accessible to the vessel in its current condition, specifically between the Verrazano Bridge to the south, the Williamsburg Bridge to the east, Stony Point on the Hudson River to the north, and the Bayonne Bridge to the west. The contract will be fixed-price and will require the selected contractor to furnish all labor, materials, equipment, and tools necessary to complete the repairs, with the possibility that tug assistance may be needed to transport the 124-foot, 385-ton vessel to the repair facility. Eligible contractors must have the capability to accommodate and work on this all-welded steel vessel and meet the geographic and operational requirements established by the government.
Notice text
The U.S. Army Corps of Engineers New York District intends to solicit a fixed price contract for repairs to the Drift Collection Vessel (DCV) Hayward. The solicitation will be restricted to shipyards within the boundary deemed safely navigable to reach by the DCV Hayward in its current condition.
DCV Hayward’s starboard shaft bearing liner has become corroded to the point that it is no longer serviceable. Because Hayward only has one shaft operational, she will be limited in transit range to the NY Harbor. DCV Hayward is currently berthed at Caven Point Marine Temrinal in Jersey City, NJ and may require tug assistance to get to contractor facility for repairs. Given her current condition, contract work on the Hayward shall be performed within the following boundary: The Southern most voyage shall be no further than the Verrazano Bridge, the Eastern most voyage shall be no further than the Williamsburg Bridge on the East River. The Northern most reach shall be no further north than Stony Point on the Hudson River, and the Western most reach shall be no further than the Bayonne Bridge.
