About this opportunity

The U.S. Army Corps of Engineers New York District has issued a Notice of Intent to restrict competition for repairs to the Drift Collection Vessel (DCV) Gelberman under a fixed-price contract. This special notice announces the government's intention to conduct procurement under Other Than Full and Open Competition, limiting participation to shipyards within specific navigable boundaries that the vessel can safely reach. The DCV Gelberman is an 85-foot all-welded steel vessel with a 26-foot beam and 10-foot depth, weighing 213 short tons in light displacement. The vessel operates under a Certificate of Inspection restricting it to "Lakes, Bays, and Sounds, Plus Limited Coastwise" routes based on its size, shape, and stability characteristics. The opportunity is set aside for small businesses and falls under NAICS code 336611 for Ship Building and Repairing.

The primary objective of this notice is to inform potential contractors of the upcoming solicitation for vessel maintenance services including drydocking, hull cleaning and painting, inspection assistance for ABS and USCG requirements, and miscellaneous modifications and repairs. Contractors must respond by August 7, 2025, and eligibility is restricted to shipyards located within the vessel's operational range: no more than 500 nautical miles round trip from Atlantic Highlands, 200 nautical miles from Port Chester in Long Island Sound, and 140 nautical miles from Tappan Zee in the Hudson River. The geographic restrictions are designed to ensure the vessel can safely navigate to and from repair facilities within its operational limitations. Work locations must fall within the "Limit of Drift Removal Project" boundary as defined in the 1986 New York Harbor drift collection project map, plus extended areas deemed safely navigable by the DCV Gelberman. This restriction serves both operational safety requirements and the practical limitations of the specialized drift collection vessel's design and certification.
