About this opportunity

The General Services Administration (GSA) Public Buildings Service issued a Special Notice on January 29, 2026, regarding the renewal of leased office space in Bangor, Maine under solicitation number 3ME0148. The notice indicates that GSA intends to renew an existing lease using other than full and open competition, meaning the agency will not conduct a broad competitive bidding process. This Special Notice is directed at current or potential lessors of nonresidential buildings who may be interested in providing office space to the federal government in the Bangor area. The agency seeks approximately 4,781 to 5,020 rentable square feet of office space with 40 surface parking spaces. GSA has set an offer due date of February 13, 2026, with estimated occupancy beginning March 1, 2027.

The primary objective of this notice is to identify and secure suitable office space that meets rigorous federal standards while considering the economic feasibility of renewal versus relocation. Prospective lessors must ensure their offered space complies with fire safety, accessibility, seismic, and sustainability standards, maintains a fully serviced lease arrangement, and is located outside the 100-year floodplain. Contractors interested in participating should submit expressions of interest by the February 13, 2026 deadline and must familiarize themselves with Section 889 of the FY19 National Defense Authorization Act regarding telecommunications prohibitions, as enforced through the Federal Acquisition Regulation. While GSA is primarily considering renewal of the current lease, the agency may evaluate alternative space if doing so proves economically advantageous when accounting for relocation costs, infrastructure replication, and organizational downtime. Subleases are not permitted for this requirement, and all interested parties should carefully review the applicable regulations and lease terms prior to submission.
