About this opportunity

The United States Department of Agriculture (USDA), specifically the Farm Production and Conservation (FPAC) division, has issued a Special Notice of Intent to Award a Sole Source Contract to the Utah Division of State History. The notice pertains to State Historic Preservation Office Data Sharing, with the government seeking to procure specific data and service products. The contract will have a base period and four potential one-year option periods, focusing on archaeological and historical data management services. The procurement falls under the North American Industry Classification System (NAICS) code 518210 for Data Processing, Hosting, and Related Services. The notice explicitly states that this is not a competitive solicitation, but rather a targeted procurement for a specific provider.

Contractors interested in this opportunity must submit a detailed statement of capabilities by April 1, 2025, at 11:00 am Central Daylight Time, which should demonstrate their ability to provide the required products. The specific products being sought include Archaeological GIS system access, maintenance, and upgrade (4 units), SEGO Database Access (6 units), and on-call archaeological records assistance (6 units). While the government is primarily intending to award the contract to the Utah Division of State History, they are open to receiving capability statements from other potential providers who believe they can meet the agency's requirements. The submission must be emailed to Sandra.Driver@usda.gov and Nancy.Harris@usda.gov, with the understanding that the government will not compensate respondents for their submissions. The USDA reserves full discretion in determining whether to conduct a competitive procurement based on the received capability statements, emphasizing that this notice is informational and not a formal solicitation.
