About this opportunity
The Defense Health Agency Contracting Activity (DHACA), located at Fort Detrick, Maryland, issued a Special Notice of Intent to Purchase on April 28, 2026, announcing its intention to negotiate solely with Accenture Federal Services LLC for an annual maintenance agreement. The procurement concerns technical support and product updates for the Accenture StartingPoint Common Technical Document (CTD) templates, which the Defense Health Agency's Office of Regulated Activities has utilized since February 2009. These proprietary, macro-based Microsoft Word templates were originally developed by Octagon Research Solutions, Inc., now operating as Accenture. The contract represents a continuation of existing services rather than a new competitive procurement. The solicitation is classified under NAICS 518210 (Data Processing, Hosting, and Related Services) and PSC DA10 (IT and Telecom-Business Application/Application Development Software as a Service).
The primary objective of this maintenance agreement is to ensure continued support and enhancement of the StartingPoint CTD Templates, which facilitate regulatory authoring standards and enable efficient preparation of Common Technical Document components for submission to the U.S. Food and Drug Administration. The maintenance services include content template updates, issue resolutions, and technical support beyond standard user guidance documentation. Interested parties must submit written inquiries regarding capability to Kevin T. Jandovitz at Kevin.t.jandovitz.civ@health.mil within three business days of publication, with a final deadline of May 1, 2026, at 10:00 a.m. Eastern Standard Time. The anticipated contract period spans five years, consisting of a base year plus four optional renewal years. No set-aside provisions apply to this procurement, and sole-source negotiation with Accenture Federal Services LLC will proceed following the notice period without further competitive action.
