About this opportunity
The U.S. Army Corps of Engineers (USACE), Norfolk District, has issued a Special Notice regarding a forthcoming construction project for a Dormitory at Joint Base Langley-Eustis - Langley Air Force Base. The notice, published under the authority of 10 U.S.C. 3204(a)(1), indicates the agency's intent to procure specific components on a sole source or brand name or equal basis. These components are critical for the dormitory construction project, which is estimated to be solicited in September 2025. The manufacturers selected have unique capabilities that meet stringent user requirements, ensure system compatibility, and maintain high-quality standards. The notice emphasizes the need for a homogeneous system that reduces risks associated with integrating new components with existing infrastructure.
The primary purpose of this Special Notice is to conduct market research and determine the availability of qualified sources that can meet the specific technical requirements for the project. Potential contractors are invited to submit a written response with technical capabilities statements to Jacob.W.Coody@usace.army.mil (with a copy to Nicholas.Lizotte@usace.army.mil) by June 9, 2025. The notice is not a competitive proposal request but a tool to explore potential sources for specialized components, including Advanced Meter Reading System electric meters, translation devices, master locks, HVAC control systems, fire protection transceivers, and fire alarm control system panels. Eligibility is open to any source that can demonstrate the ability to meet the agency's stringent specifications. The government retains sole discretion in determining whether to compete the procurement and is not obligated to compensate vendors for any information provided in response to this notice.

The Contracting Officer intends to prepare a Justification and Approval documentation (J&A) which includes brand name (BN) or brand name or equal (BNE) items for the solicitation package. Items identified as BN or BNE under FAR 6.302-1 and DFARS 206.302-1 are included to sufficiently define the scope of work to be performed, and adequately establish the required level of product quality.
