About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce, has issued a Special Notice regarding its intent to negotiate succeeding leases for tower and associated space to support National Weather Radio operations. The notice covers two specific locations: Denison, Iowa (Lease No. 15EKW0047C) and Yakima, Washington (Lease No. 17WSW0224C). NOAA has determined that negotiating succeeding leases at these existing locations is necessary to maintain uninterrupted National Weather Radio broadcast service. The agency has conducted site-specific market research indicating that relocation would not be cost-effective or operationally feasible. This procurement action will be conducted under the authority of 41 U.S.C. 3304(a)(1), as only one responsible source can meet the government's requirements at each location.

The primary objective of this Special Notice is to gather market information from potential tower owners and lessors to support NOAA's lease negotiations for continued Weather Radio broadcast operations. Interested parties must submit responses by July 1, 2025, using the attached Informational Quote Request form. The government seeks detailed information about tower characteristics, including 25-30 linear feet of antenna mounting space, climate-controlled shelter facilities with 12-36 square feet of floor space, electrical connections, and potential standby power capabilities. This is characterized as a non-binding informational request rather than a formal solicitation. The opportunity is classified under NAICS code 531120 for Lessors of Nonresidential Buildings and falls under the PSC category X1BG for Lease/Rental of Electronic and Communications Facilities. No set-aside provisions apply to this procurement action.
