Notice text

NOTICE OF INTENT TO SOLE SOURCE

NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1); with The Port of San Francisco/SFPUC for electrical service for NOAA research vessels while moored at the Port of San Francisco during the FY23 field season.

Sole Source Justification

The sole source determination is based on certain NOAA vessels operating out of major ports for scientific research missions with complex logistical support needs. This requirement includes shore power as a utility service while vessels are moored at Port of San Francisco. The sole electrical provider for the Port of San Francisco is San Francisco Public Utilities Commission. SFPUC provides hook-ups and electrical power to ships wishing to utilize shore power to conserve fuel and wear and tear on the vessel’s generators.
