About this opportunity

The General Services Administration (GSA) is seeking to lease office space in New Bern, North Carolina, through a process that will not use full and open competition. The agency requires between 1,362 and 1,430 square feet of contiguous office space on one floor within a specific delineated area bounded by Queen Street, Craven Street, S. Front Street, Metcalf Street, and Pollock Street. The space must include five surface parking spaces and meet all government requirements for fire safety, accessibility, seismic standards, and sustainability, while also being outside the 1-percent-annual chance floodplain. GSA requires a fully serviced lease and emphasizes that telecommunications equipment must comply with Section 889 of the FY19 National Defense Authorization Act prohibitions. The pre-solicitation notice was posted on September 16, 2025, with a due date of September 30, 2025, though this appears to be a notice of intent rather than a formal solicitation.

This opportunity does not include any set-aside designations and is open to all qualifying lessors of nonresidential buildings. The government currently occupies space under an expiring lease in New Bern and is considering alternative locations if economically advantageous, taking into account relocation costs, tenant improvements, telecommunications infrastructure, and agency downtime. The lease structure includes a ten-year full term with a five-year firm commitment and one optional five-year renewal period. The space will serve the Federal Protective Division and Wage and Hour Division operations within the clearly defined geographic boundary that encompasses key New Bern landmarks including Tryon Palace, the North Carolina History Center, and the New Bern-Craven County Convention Center. While no specific budget range is provided, GSA will evaluate proposals based on economic advantage compared to the current lease arrangement.
