About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP-WSS) is issuing a notice of intent for a sole source Basic Ordering Agreement (BOA) to procure, evaluate, repair, and/or modify various electronic components and assemblies to A-condition status. The procurement covers 15 specific National Item Identification Numbers (NIINs) including items such as bare printed circuit boards and electrical/electronic assemblies under NAICS code 334412 and PSC code 5998. The government intends to negotiate with only one source under FAR 6.302-1 authority because it does not possess the necessary data to perform required repairs or manufacture these items. Contractors must be approved sources or submit source approval information along with their capability statements, and items are subject to Free Trade Agreements Act and World Trade Organization Government Procurement Agreement requirements. The contracting officer is Jill Sabol, and interested parties have 15 days from the September 3, 2025 publication date to respond, with a due date of September 18, 2025.

This procurement does not utilize any set-aside designations and is structured as a sole source acquisition. The notice covers 15 specific NIINs ranging from 012079037 to 016280752, representing various electronic components and assemblies that require specialized repair capabilities. No incumbent contractors or potential award values are specified in the notice. The government emphasizes that award will not be delayed while source approval processes are pending, indicating an urgent operational need for these repair services and components. The timeframe for source approval is typically lengthy enough that new source approval cannot delay contract award, suggesting established contractors with existing approval status will have a significant advantage in this procurement.
