About this opportunity
The Department of the Army Corps of Engineers, Mobile District, has awarded a sole-source extension of task order W9127819F0112 to Modular Management Group, Inc. for continued lease and dismantlement services of modular facilities at Tyndall Air Force Base, Florida, on June 10, 2026.
The justification cites GSAR 538.7104-3(b)(iii), permitting sole-source awards as logical follow-ons to competitively awarded GSA Federal Supply Schedule orders. The original task order was competitively awarded on March 14, 2019, under FSS Category 36150 (Lease/Rental of Pre-Engineered/Prefabricated Buildings and Structures). The extension covers Option Year 7 (June 15, 2026–June 14, 2027) and Option Year 8 (June 15, 2027–June 14, 2028).
Hurricane Michael caused catastrophic damage to Tyndall AFB in October 2018, necessitating temporary modular facilities to house up to 67 government personnel supporting critical military construction projects. The modular facility provides approximately 11,220 square feet of administrative office space. MMG is cited as the only available source capable of meeting immediate facility requirements without disruption. Market research conducted via GSA eBuy and SAM.gov in October 2025 resulted in no competing responses from 31 vendors listed under the FSS category. Feasible alternatives, including competitive reprocurement, purchasing the facility, and leasing an off-base facility, were rejected due to operational necessity, cost duplication, limited commercial space availability, and DoD policy restrictions on relocatable facilities. The Contracting Officer certified the extension provides best value by maintaining original lease rates that remain fair and reasonable.
