About this opportunity
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), issued a Special Notice on February 18, 2026, regarding the exercise of an option under FAR 52.217-8 for Contract W912HZ23C0045. The notice announces the agency's intent to issue a contract modification to BreakPoint Labs, LLC on a sole source basis for continued work on the Defense Automation and Response Engine (DARE) research initiative. This is not a competitive solicitation, and no formal Request for Proposal will be issued. However, the notice invites all responsible sources to submit capability statements, proposals, or quotations for consideration by the agency. The government will evaluate submitted information solely to determine whether to conduct a full and open competitive procurement, with any decision remaining within the government's discretion.
Interested contractors must submit written responses by the February 23, 2026 deadline, providing sufficient detail to demonstrate their capability to fulfill the DARE research requirement. Submissions should include descriptions of past experience on the same or similar requirements, along with references for verification. This opportunity falls under NAICS Code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and PSC Code AC12 (National Defense R&D Services—Applied Research), indicating that the work is classified as defense-focused research and development. No verbal communications will be accepted in response to this notice; all submissions must be provided in written form. The submission of capability statements does not guarantee competitive consideration but provides an opportunity for alternative contractors to demonstrate their qualifications to perform this specialized defense research work.
