About this opportunity
The Federal Aviation Administration (FAA) has published a Special Notice regarding its intent to award a single-source contract for the FAA Contract Tower (FCT) Aviation Liability Insurance Program. The contract will be awarded to Alliant Insurance Services, Inc. for a 12-month period.
The purpose of this Special Notice is to notify the public of the FAA's plan to continue using Alliant Insurance Services as the broker to provide brokerage services, advisory services, claim management services, and other Aviation Liability program management functions for the FCT Aviation Liability Insurance Program. The FAA has determined that a single-source contract with Alliant is in the best interest of the agency due to the critical nature of the FCT program and the need for continuity of services to sustain the safe operations of the National Airspace System. The FAA plans to compete the follow-on acquisition for this contract in the first quarter of fiscal year 2025, with an anticipated award in the fourth quarter of fiscal year 2025. Interested parties are directed to submit any inquiries about this Special Notice to the designated FAA points of contact.

The economic objective of the Aviation Liability Insurance Program is to gain FCT liability insurance at costs favorable to the FAA.In support the FCT Aviation Liability Insurance program, Alliant provides brokerage services, advisory services, claim management services, and other Aviation Liability program management functions.
3. Single Source Rationale
A single source contract to Alliant to continue providing brokerage services to acquire aviation liability insurance is in the best interest of the FAA. Continuity of services are mandatory to sustain the safe operations of the National Airspace System (NAS) for the flying public in general any delay or disruption to this follow-on procurement could result in potential major impacts to the safety and efficiency of the system. The loss of aviation insurance will impact the 264 FCT towers. The potential financial risk to the FAA and the affected local communities could be significant. In addition, the expiration of the current contract is September 30, 2024, and will not allow sufficient time to evaluate and award a new competitive contract. The FAA is planning to compete the follow-on acquisition. The final SIR is anticipated to be published in 1st quarter FY2025. The award of the competitive follow-on contract is anticipated for no later than 4th quarter FY2025.
