About this opportunity

The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services intends to award a sole source, firm fixed price contract for an enterprise-scale learning platform to support public health and government workforce development. The procurement seeks an integrated solution providing applied technical training, academically recognized credentials, and enterprise-wide access in informatics, data science, and programming disciplines. The CDC's market analysis determined that no other single vendor can collectively meet all requirements, as solutions offering only academic content lack sufficient applied programming and informatics coverage, while marketplace-style alternatives lack recognized academic credentials. The evaluation will focus on the vendor's ability to deliver a unified enterprise solution that combines applied technical training with academically recognized credentials within a single integrated platform. Responses demonstrating capability and interest must be submitted via email to contract specialist Ruben Reyes at qmz3@cdc.gov by 6:00 AM Eastern Time on January 29, 2026, with all submissions received within fifteen days of the notice issuance considered by the government.

This procurement carries no set-aside designation and intends to award to Coursera Inc., the identified sole source contractor. The contract will be firm fixed price, though no specific award value or budget range is disclosed in the notice. The government has not provided timeline details regarding contract performance, service delivery schedules, or the quantity of licenses or users to be supported under the enterprise platform arrangement. The justification for sole source procurement cites concerns that utilizing multiple vendors would increase costs, administrative burden, and program risk. The CDC retains sole discretion to determine whether to proceed with the sole source award or conduct a competitive procurement based on responses received during this notice period.
