About this opportunity
The Naval Information Warfare Systems Command (NIWC Pacific) has issued a Special Notice announcing its intent to award a sole source purchase order to EATON Corporation under FAR Part 13 - Simplified Acquisition Procedures. The notice, posted on December 2, 2024, pertains to a specialized technical study involving electrical infrastructure. The contract opportunity is identified by the unique Federal Contract Opportunity ID 480798edf7c548b2a1add283c47b3fce and does not have a specific set-aside designation. This procurement follows a previous Request for Information (RFI) with the reference number NIWC_Pacific_MKTSVY_19D886.
The primary objective of this sole source award is to conduct a comprehensive "Transient Study" focused on evaluating snubber placement and requirements for voltage regulator cyclo-converter transformers. Specifically, the study will assess the potential need for a snubber on the secondary (11.75 kV) side of 2250 kVA transformers feeding port and starboard rectifiers of an unspecified transmitter device. The study will determine whether a snubber is necessary at this unusual location and, if required, provide complete component specifications. Should the initial assessment indicate no need for a secondary-side snubber, the study will then examine potential snubber applications on the primary (4.16 kV) side of the voltage regulator. EATON Corporation has been selected as the sole source provider for this technical evaluation, indicating their unique capabilities or prior engagement with the project's specific technical requirements.
Notice text
The Government intends to award a purchase order to the EATON Corporation on a sole source basis under FAR Part 13 - Simplified Acquisition Procedures for the purchase of services.
This is for the purchase of a 'Transient Study'. The objective of the Transient Study is to properly size the snubber on the secondary (11.75 kV) side of each 2250 kVA voltage regulator cyclo-converter transformers feeding the port and starboard rectifiers of an unknown transmitter device. The location of a snubber on the secondary of the transformer is unusual as they are commonly placed on the primary of the transformer to mitigate switching transients created by upstream vacuum circuit breakers (VCBs). The study will determine if a snubber is necessary at this location and, if the study results indicate a snubber is needed, complete specifications for the components shall be provided. If it is determined a snubber is not required on the secondary of the voltage regulator, the application of a snubber on the primary side (4.16 kV) of the voltage regulator shall be examined in a similar way.
This requirement was previously advertised via Request for Info (RFI) NIWC_Pacific_MKTSVY_19D886.
