About this opportunity
The Department of the Navy Information Warfare Systems Command (NIWC Pacific) has issued a Special Notice of Intent to Award a sole source purchase order to EATON Corporation under FAR Part 13 - Simplified Acquisition Procedures. The notice, published on December 2, 2024, pertains to a specialized technical study involving electrical transformer components. The contract opportunity is identified by the Federal Contract Opportunity ID 1fc64a50fefa482787e23b66aaa3e8a0 and was previously advertised through a Request for Information (RFI) with reference number NIWC_Pacific_MKTSVY_19D886. No specific set-aside has been designated for this procurement, indicating it is open to standard competitive considerations.
The primary objective of this sole source award is to conduct a comprehensive "Transient Study" focused on determining the appropriate placement and necessity of snubber components on voltage regulator cyclo-converter transformers. The study will specifically examine the secondary (11.75 kV) side of 2250 kVA transformers feeding port and starboard rectifiers of an unspecified transmitter device. EATON Corporation will be tasked with investigating whether a snubber is required at this unusual secondary transformer location, and if needed, provide complete component specifications. Should the study determine that a secondary snubber is unnecessary, EATON will then evaluate the potential application of a snubber on the primary (4.16 kV) side of the voltage regulator. The unique technical nature of this study suggests that EATON has been selected due to specialized expertise that uniquely qualifies them to perform this precise engineering analysis.
Notice text
The Government intends to award a purchase order to the EATON Corporation on a sole source basis under FAR Part 13 - Simplified Acquisition Procedures for the purchase of services.
This is for the purchase of a 'Transient Study'. The objective of the Transient Study is to properly size the snubber on the secondary (11.75 kV) side of each 2250 kVA voltage regulator cyclo-converter transformers feeding the port and starboard rectifiers of an unknown transmitter device. The location of a snubber on the secondary of the transformer is unusual as they are commonly placed on the primary of the transformer to mitigate switching transients created by upstream vacuum circuit breakers (VCBs). The study will determine if a snubber is necessary at this location and, if the study results indicate a snubber is needed, complete specifications for the components shall be provided. If it is determined a snubber is not required on the secondary of the voltage regulator, the application of a snubber on the primary side (4.16 kV) of the voltage regulator shall be examined in a similar way.
This requirement was previously advertised via Request for Info (RFI) NIWC_Pacific_MKTSVY_19D886.
