The notice was posted on January 14, 2026, with a response deadline of January 19, 2026. The procurement is conducted under the authority of 10 U.S.C. 2304a through 2304d and is designated as a Total Small Business set-aside. This acquisition will result in the award of Task Order N00244-24-D-0005-W91ZRU-26-F-A001 and is categorized under NAICS 517112 (Wireless Telecommunications Carriers) with PSC code DG10 (IT and Telecom-Network as a Service). The sole source justification is based on AT&T's exclusive status as the provider of the National Public Safety Broadband Network (FirstNet) under a 25-year contract with the Department of Commerce.
The objective of this acquisition is to continue wireless and cellular services for the Alaska Army National Guard, maintaining the infrastructure and cell phone lines previously established through a cooperative agreement with the State of Alaska. The anticipated award is a firm, fixed-price task order with a performance period beginning March 1, 2026, consisting of one base period and four option years. This notice is not a request for proposal or quotation, and requests for solicitation copies will not be honored. Contractors should note that AT&T is identified as the only contractor capable of providing FirstNet services due to its unique status as the exclusive national provider under federal authorization. The exception to fair opportunity procurement is justified under FAR 16.505(b)(2)(i)(B), citing the unique and highly specialized nature of the services required, with no competing sources available to provide the same level of service quality.
