About this opportunity

The Department of the Air Force Materiel Command Research Laboratory (Air Force Research Laboratory) issued a Notice of Intent to Award Sole Source for Siemens Altair software licenses and maintenance services. This special notice, posted on April 27, 2026, indicates the Air Force's intention to award a firm-fixed-price sole source contract to Crown Point Technologies, LLC under simplified acquisition procedures authorized by 10 U.S.C. 2302b. The procurement addresses enterprise-scale knowledge graph and data processing tools required for the government's digital engineering, model-based systems engineering (MBSE), and data fabric initiatives. Market research determined that the specified Siemens products possess unique technical capabilities with proven interoperability to existing Air Force enterprise systems that cannot be replicated by alternative vendors or sources.

The primary objective of this procurement is to obtain a one-year maintenance contract for two Siemens Altair Graph Studio Production Licenses and two Siemens Altair Graph Lakehouse 16 Production Cores, with a performance period from May 1, 2026, to April 30, 2027, and an estimated contract value between the simplified acquisition threshold and $700,000. Although no competitive solicitation will be issued, the government has established a response deadline of May 11, 2026, for any responsible sources wishing to submit capability statements, proposals, or quotations for consideration in determining whether future competitive procurements should be conducted. Responses must be submitted via email to the designated point of contact, and all submissions will be evaluated solely to assess the feasibility of pursuing competitive procurement alternatives. The contracting officer will determine fair and reasonable pricing through comparison to historical prices and published price lists, while the Air Force continues monitoring the market for potential alternative sources in future acquisitions.

Notice text

The Department of the Air Force, AFRL/PKI, intends to award a firm-fixed-price sole source contract to Crown Point Technologies, LLC for the procurement of Siemens-brand software licenses and associated maintenance.

This acquisition is being conducted under the authority of 10 U.S.C. 2302b, as implemented by FAR 13.5, which authorizes the use of simplified procedures for certain commercial items.

The requirement is for a one-year period of performance for the following items:

  • Siemens Altair Graph Studio Production License

  • Siemens Altair Graph Lakehouse 16 Production Cores

A brand name, sole source justification has been executed in support of this requirement. The Government requires these specific software products for their unique capabilities in support of digital engineering, MBSE, and data fabric initiatives, and for their proven interoperability with existing enterprise platforms. Market research indicates that no other products nor vendors can meet the Government's technical requirements.

Notice to Industry:
This notice of intent is not a request for competitive proposals or quotes. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the closing date and time of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Responses must be submitted via email to the Primary Point of Contact listed above no later than the stated Response Date.
