About this file
This is a Sole Source (Including Brand Name) Justification document for simplified procedures for certain commercial items under the Air Force Research Laboratory (AFRL) and Parker Hannifin (PKI) contracting activity.
The Government requires a one-year maintenance contract for Siemens Altair Graph Studio Production License (quantity 2) and Siemens Altair Graph Lakehouse 16 Production Cores (quantity 2). The contract is funded through FFP (Firm Fixed Price) under Fiscal Year 2026 AFRL/IZD (3600 funds) with a performance period from May 1, 2026, to April 30, 2027, and no option years. The estimated contract cost is redacted. The justification is classified as a new acquisition with funding level between $SAT and $700K under simplified acquisition procedures per 10 U.S.C. 2302b. The procurement addresses enterprise-scale knowledge graph tools and massively parallel processing graph engines designed for agile data integration, transformation, and analytics with capabilities for semantic, graph-based data fabric across diverse enterprise data sources. Market research conducted in March and April 2026 through internet, DoW ESI, 2GIT, and NASA SEWP identified Crown Point Technologies, LLC as the sole authorized vendor for this product, with zero responses received to the RFI posted on NASA SEWP. No other sources expressed written interest in the acquisition. The Contracting Officer will determine fair and reasonable pricing using price analysis techniques, including comparison to historical prices and published price lists. AFRL/IZD will continue monitoring the market and DoD guidance to identify potential alternative sources for future acquisitions.
