About this opportunity

The 82d Contracting Squadron, Sheppard Air Force Base, Texas, is announcing its intent to award a sole-source, firm-fixed-price purchase order for Qtrac Virtual Queuing and Appointment Platform Software to Lavi Industries by May 29, 2026. The sole-source authority rests on 41 USC 1901 and an approved Single Source Justification.

The Qtrac SaaS platform automates customer service and data collection for the 82d Logistics Readiness Squadron's Transportation Management Office Personal Property and Passenger Travel sections, reducing physical waiting lines and improving employee productivity. Market research determined that no alternative vendor can supply or replicate the Qtrac system's required functionality. Sister LRS squadrons across the Air Force have deployed the same platform with positive results, including expedited service to military movers and improved historical data collection.

This is not a solicitation, request for proposal, or request for quotation; no solicitation package will be issued. The Government is accepting written responses by May 15, 2026, at 12:30 p.m. CDT to determine whether competitive procurement is in the Government's future interest. Responses must demonstrate capability to provide the services and be submitted via email at no cost or obligation to the Government. The 82d LRS will conduct additional market research to identify alternative sources and solicit industry feedback on a draft Statement of Work to reduce barriers to future competition.
